Same ward, adjoining ward or within 5 km
Updated · Based on DCPR 2034
Both PAP (Regulation 33(20)(B)) and PTC (Regulation 33(11)) let the tenement component move off the plot that earns the FSI — but not just anywhere. The other plot has to be in the same municipal ward, a ward adjoining it, or within 5 km.
The three ways a location qualifies
- Same ward: both plots in the same BMC administrative ward (for example both in K/W).
- Adjoining ward: the other plot is in a ward that shares a boundary with yours.
- Within 5 km: the plots are no more than 5 km apart, whatever their wards.
What it costs
When built-up area is shifted, an unearned income of 40% of the difference in its sale value — at the Ready Reckoner (ASR) rates of the two locations — is payable. For PAP tenements, the Municipal Commissioner may instead accept built-up area of equal ASR value at the new plot:
| Term | Meaning |
|---|---|
| BUA B = BUA A × (RR A ÷ RR B) | Built-up area to hand over at plot B in place of plot A's |
| BUA A | Built-up area of the AH/R&R component shifted from plot A |
| RR A, RR B | Ready Reckoner rates for built-up area at plots A and B |
